Inclusiveness Target Countries


Inclusiveness sits at the core of CPP4ALL, with 55% participation drawn from Inclusiveness Target Countries (ITCs). This ensures that researchers from less research-intensive regions are actively engaged in shaping the Action’s direction, rather than included only at the margins.

The network deliberately spans source countries for looted cultural goods, transit hubs, free ports, smuggling routes, and destination markets, providing a framework suited to the transnational character of the illicit trade in cultural property. CPP4ALL further extends its reach through Near Neighbour Countries and International Partner Countries, broadening the geographical base of expertise.

By distributing opportunities across Europe and beyond, the Action contributes to European Research Area (ERA) widening objectives and ensures that excellence in cultural property protection is not concentrated in a few locations.
