Open Research Europe is primarily reserved for research that was funded by European Grants. However, being a COST action working group member counts.
If your institution still requires you to publish in ranked journals Open Research Europe isn’t for you. However if what you mostly need is open access and speed, and particularly if you like subverting the academic publishing machine, this may be the right place for you.
